Rev. Rutherford was a 17th century clergyman in Scotland who was deeply embroiled in the struggles for limited government in England and Scotland. This is one of the clearest expositions by a Christian about why the ruler(s) of a civil government are under a higher law (in the Bible) and not free to rule as if they were above the law. The earlier settlers of the American colonies were heavily influenced by Rutherford, which makes him one of the key expositors of what became American constitutional government.
